Per "Looking Back at Monroe's History" by Virginia A.S.K. Bjorlin, (p. 30) - year of 1910 and the identification of W. A. Rice as well as the engine noted to be "Russian Bohunk" steam locomotive.  It is also noted that the old overhead bridge can be seen in the photo.
